Abstract

This study aimed to analyze the role of strategic leadership in empowering Strategic Human Resource Management (SHRM) to achieve strategic objectives within Palestinian pharmaceutical companies, amid the political, economic, and administrative challenges facing this vital sector. The study adopted a descriptive-analytical approach and employed a questionnaire to collect data from a sample of 182 administrative employees working in pharmaceutical companies operating in Palestine. The research instrument was designed around four main dimensions of strategic leadership: engaging human resources in strategic planning, allocating resources and providing organizational support, building an empowerment-based institutional culture, and adopting a transformational/entrepreneurial leadership style.

The results revealed that all dimensions of strategic leadership had a significant impact on the empowerment of SHRM. Moreover, the findings showed no statistically significant differences attributed to gender, educational qualification, or years of experience. The study emphasized the importance of aligning leadership practices with HR functions to enhance institutional performance, in line with contemporary literature on human capital as a strategic asset. Based on these findings, the study recommended the reinforcement of empowering leadership styles, greater involvement of human resources in planning processes, and the provision of adequate resources to effectively implement SHRM practices.
